In partnership with the VP, Government Relations and Advocacy, the Director, Regulatory Affairs, is responsible for the identification, development, and management of strategic relationships with HHS/CMS and other federal agencies, with the purpose of advancing the Medicaid and managed care priorities of MHPA. The Regulatory Affairs Director will be responsible for all federal regulatory writing and responses that pertain to Medicaid and managed care issues.
JOB DESCRIPTION
Tracks and leads analysis of federal Medicaid/managed care regulations and other forms of federal guidance and policy making and determines the potential impact on Medicaid Managed Care Organizations (MCOs).
Maintains, develops, and enhances relationships with HHS/CMS and other Administration officials and staff.
In coordination with the MHPA Policy Team, oversees and facilitates the work of MHPA’s Policy and Regulatory Affairs Committee.
Identifies and implements Medicaid managed care education and outreach opportunities with HHS, CMS, the White House, and other federal agencies and offices.
Leads MHPA’s policy engagement with federal Administration officials.
Ensures that current federal regulatory information and active regulatory advocacy strategies and solutions are appropriately shared across MHPA’s membership and among other relevant stakeholders, partners, and coalitions.
Coordinates with the federal legislative affairs and state affairs team on cross-over issues.
Contributes to Congressional Affairs advocacy, including engaging with Congressional staff when regulatory expertise is needed.
Performs other duties as assigned.
KEY SKILLS
Knowledge of Medicaid, managed care, and other health policy issues.
Federal regulatory experience, particularly federal level health care/Medicaid and managed care policy making.
Experience working with Medicaid Managed Care Organizations (MCOs).
Medicaid/managed care contacts at the federal level (especially with HHS/CMS/CMCS).
Familiarity with Microsoft Office products.

Bachelor’s degree required. MPH or similar advanced degree preferred, but not required. 5 years of experience working in regulatory affairs, a health plan, or trade association is preferred. Experience in Medicaid/managed care policy is required.
