Consistent with the mission, vision and values of National League of Cities, this role will be responsible for sourcing, screening, and recommending top-notch candidates. Responsible for determining job requirements and forecasting hiring needs. Identify opportunities to build applicant pools, establish trust and partnerships with hiring managers, identify potential “fit” through effective interviewing and testing, effectively administer the interviewing and onboarding process, and ensure a positive new hire experience. Developing and executing recruitment plans and strategies and primary responsibilities to ensure hiring goals are met with the best possible talent. Serve as a subject-matter expert to promote the organizations mission, vision and brand with recruitment initiatives and events. Responsible for ensuring that all activities must be in compliance with Equal Employment Opportunity laws, HIPAA, ERISA and other regulations, as appropriate.

NLC cares about everyone’s safety and is often in public events. For this reason, we do require employees to be both vaccinated and receive updated booster in accordance with CDC guidance. Providing associated documentation will be a part of the onboarding process.
- Recruiting Administration
- Recruit and perform talent acquisition activities such as resume & phone screens, candidate interviews, recommended final selection of applicants and close qualified candidates.
- Arrange pre-employment testing, background & references screenings. Evaluation and input of our current recruiting vendors, i.e. Indeed, Glassdoor.
- Place and update all job postings in various Medias including internet/intranet sites, colleges/universities, social networks, community job boards and staffing partners.
- Create offer letters, maintain applicant tracking system, recruiting reports and other staffing administration functions as needed.
- Conduct new employee onboarding, ensuring process is engaging and that processes are followed and accurate.
- Respond timely to internal and external applicant situations, and applicant requests as required.
- Recruiting Outreach
- Consult with leaders, hiring managers and talent management team on position descriptions, requisition creation, compensation, and sourcing strategies.
- Continuously develop networks/partnerships to actively build database/pipeline of candidates and the organization’s brand.
- Represent the organization at recruiting events (i.e., colleges/universities, job fairs) both virtually and in person when applicable, providing organization/job information and interviewing applicants.
- Give presentations at colleges/universities, attend student group meetings, and increase college awareness of the organization before and after career fairs.
- Communicate with managers and employees regularly to promote internal opportunities.
- Conduct regular follow-up with managers to determine the effectiveness of recruiting efforts.
- Talent Acquisition Research and Analysis
- Research and recommend new sources for active and passive candidate recruiting.
- Recommend changes based on the Applicant Tracking data analysis that improve the effectiveness of the recruiting process and to provide insights into how NLC is achieving its recruiting goals.
- Program Evaluation
- Review Applicant Tracking Reports (Paycom/HRIS) data to measure how effective and efficient the recruitment process is.
- Perform other duties and complete special projects as assigned.
Education and Experience:
- Bachelor’s degree in a related field or equivalent work experience, and 4 years of human resources, talent acquisition and interviewing experience, or master’s degree in a related field and 2 years of practical experience
- Possesses required technical knowledge within assigned program area (refer to specific qualifications below)
- MS Office skills (Word, Excel, PowerPoint, and Outlook), understanding of HRIS
- Strong understanding of staffing principles, laws, and procedures and a solid working knowledge of recruitment/employment programs
- Proven ability to communicate and effectively “sell” an organization’s mission, vision and values
- Must possess excellent oral/written communication, marketing, presentation, interviewing and interpersonal skills
- Strong customer service, negotiation skills and ability to interact with employees at all levels throughout the organization
- Strong work ethic and sense of integrity , trustworthiness, and ability to maintain a high level of confidentiality
