Purpose of Position The incumbent reports to the Chief Executive Officer and is the Department Director managing Congressional Relations. The incumbent manages NAHRO’s day- to-day work on Capitol Hill, directs the association’s legislative field operations, and has lead staff responsibility in connection with the work of the association’s Legislative Network. The incumbent prepares the department’s budget, represents the CEO at industry meetings and member events as requested, and plays a leadership role in the planning and execution of the association’s annual Washington Legislative Conference.
Essential Duties/Functions of the Position Develops and implements the legislative and advocacy strategies and initiatives that help NAHRO protect and promote its members’ interests; manages the association’s day-to-day interests and activities on Capitol Hill; establishes and maintains effective working relationships with Congressional offices, other housing and community development industry groups, and with associations or trade groups whose missions intersect with housing and community development; conducts research and monitors legislation; prepares legislative testimony, legislative correspondence, and legislative alerts to members; plays a leadership role in planning and implementing the Washington Legislative Conference; co-leads the preparation of the annual NAHRO Legislative and Regulatory Agenda; has lead staff responsibility for the work of the Legislative Network; oversees legislative field operations involving regions and chapters; prepares the budget for the Congressional Relations Department; provides management oversight on legislative/Congressional content on the website; and performs other duties as assigned.
Bachelor’s degree in political science, public administration or equivalent degree required.
At least five years of Capitol Hill experience within the past ten years or experience with an advocacy or lobbying group with a strong Congressional relations practice required.
Knowledge of federal housing and community development programs preferred.
Outstanding written and oral communication credentials a must.
Experience regarding the development and presentation of relevant training materials desired.
Must be able to travel - 10-25%
